First one milliseconds, second seconds example.
Note: You have to end with an empty line so the plugin can determine when to end the song, so the plugin can reset the sv_alltalk and optional disco lights.

- rewrote all 5 current lyrics files.

Hey, i am interested in this plugin, but i can't find a download for this plugin.^^ Is it non-public? Or can it be purchased?

There is no public download for this plugin yet because I personally think that there are too many open issues (the amazing number of ... 2! ). Hence the 0.6.0 beta version number.
Nevertheless depite several flaws, it IS working correctly.
It is just that the holiday / christmas season is over so there is less need to have me singing Jingle Bells on the server

I could of course make a new compiled version against the new 1.3 sourcemod and have it available if you want.
And it will be free. No costs.
But I will not forbid you to donate some dinner monies to the community if you would find it an extremely useful plugin

Okay, i tested it and it works <3.

There is just one little bug, as you said the plugin doesn't recognize the "sv_alltalk" value, but for me it changes it to 0 like every 10 seconds (even if i set it to 1 via console).

Can you post the exact content of the lyrics file? Including all white space and empty lines? You can use the [ code ] blahbla [ / code ] tags.
Looking at the source code, I'm expecting your lyrics file having some unexpected features. Not necesarily wrong, but different than the plugin currently can handle.

2. An option to let the players vote vor songs and nominate (like for map votes)

The lyrics file is even different than I'd expected, so very useful!
The resetting of the sv_alltalk is triggered by the "empty" statements:

Currently, an "empty" line is parsed as: hey! This is the end of the song, so I'll set everything back to the values before we've started.
Work-around:
If you remove those lines AND add one extra empty one at the end then your problem is fixed for now:
Example:

Issue will be marked as Bug. Resolving end of song is a Must-have (MoSCoW-rules) for 1.0

Why do you want to disable it? To prevent other people to start the karaoke?
It is on my list to have the karaoke menu default only availabe to "z" admins (but configurable or course).
Does this satisfy the reason to turn it on/off?
(It is not to brag "this plugin is sooo bad-ass you don't want to turn it off, but I'm a software developer by profession, so I'm very keen on having people thinking of why they ask for certain features. I also embrace the KISS and lean-and-mean developing principles )

The Fortress Cookies plugin would now say:
"[FC] This server is not interested in your opinion!"
Request noted though, not every community is the same
Request prioritized as "Could have" (MoSCoW-rules). Not scheduled for 1.0 atm.

Hehe... wanted to say "No, it's a feature!".
Happens because at the start of the song the lyrics file is parsed and all timers are created to show the right text on the right time. SourceMod won't kill those timers OnMapChange (that is good!), so they are still scheduled and triggered when on the new map.
As the plugin is not tracking its own scheduled timers and it is looks very amateuristic , I've to mark this as a Bug. Resolving is a Must-have for 1.0
Work-around:
Don't start a song when expecting a map change soon.

Usage:
An option "Karaoke song" will be added to the Admin->Server Menu for admins with "z" flag.
This flag is configurable by "sm_karaoke_flag" in the "cfg\sourcemod\karaoke.cfg" that will be created if it doesn't exist.

Well, IF you programm a voting system for the karaoke plugin, people would spam songs all the time (that's why the timelimit between songs would be useful), but i would like to only enable it on, for example, friday evening (like a karaoke evening ).
There is a plugin called "Crontab" which allows you to specify a date and time, and commands being executed at that point in time. For example: Every Friday Evening from 6pm to 9pm sm_karaoke_enable 1 and else to 0.

Only thing i'd say is the number of admins running this is quite limited - to keep it under control. I'd like to think that if 24 regs on the server were in a jolly mood and fancied a song, the software wouldn't be the limiting factor, but common sense.
Then again - I do take your point. No one wants to be enjoying a nice game of tf2 with mates to have it interrupted completely unexpectedly by Mac singing (*except me of course - I could listen to his velvet tones for the rest of my life and never get tired!)
